​A council of senior representatives from each partner institution governs the Fund. The Donor Council approves priority areas and strategies for investment and provides strategic guidance on other operational aspects. The Council also provides a forum through which the partners can coordinate and leverage their investment.

Operational Manual
The CEPF Operational Manual contains the operating policies and procedures of the program for all new investment regions beginning in fiscal year 2008, English (PDF - 2.1 MB)
With regard to unsuccessful grant applications, applicants not satisfied with the written explanation for rejection of their proposal may submit a grievance to the CEPF Executive Director.

With regard to implementation of safeguards, local communities and other interested stakeholders may raise a grievance at all times to the applicant/grantee, the CEPF Secretariat, or the World Bank.​
