Raise awareness of the environmental and social costs of Mekong mainstream dams among the public, decision-makers and international donors. Form a strong, informed coalition of civil society groups in Cambodia to address lower Mekong mainstream dam proposals. Support partner civil society organizations to build their capacity and lead successful campaigns challenging the role of companies and investors in mainstream dams.
