Establish and strengthen the governance, administration, and financial sustainability of three municipal water funds dedicated to conserving three protected areas. Key activities include preparation of operating manuals, budgets, needs assessments and management plans; environmental education and communications; community watershed management and sustainable development projects; signing of reciprocal water agreements; and private sector outreach.
