Strengthen local NGO governance in Cambodia, a well-documented issue that impacts on the effectiveness and positive outcomes of NGO programs. While some organizations are well governed, the majority are not. Many reports have documented the large and problematic gap between how things should be ideally in the Cambodian NGO sector, and how things are in reality. In the majority of NGOs the issues of most concern are the lack of real accountability, poor financial management and controls, and the lack of mechanisms to address weaknesses.
