Develop a national ecotourism framework for the protected areas of Bhutan, the ulitmate aim of which will be to conserve the Bhutan Biological Conservation Complex through responsible tourism initiatives that benefit the rich natural resources as well as people of Bhutan. Involve civil society in developing and pilot testing of the framework.
